Operator type: centralised igaming system via Delaware Lottery and operated by the three state casinos
Go-live date: Oct 2013 Delaware was the first to offer full-service online gaming on October 31, 2013. The state lottery runs igaming with 888 and Scientific Games/WMS. In March 2015, Delaware’s 888-powered poker sites—including WSOP—began sharing liquidity with Nevada’s. After October 2017’s MSIGA, New Jersey was added on May 1. Delaware Park, Dover Downs Hotel & Casino, and Harrington Raceway & Casino were the first to offer sports betting after the federal ban was lifted on June 5. Delaware has yet to decide if it will allow college sports betting. Delaware State and the University of Delaware are not allowed to bet on by the state lottery.

January will see one new bill. Online and mobile authorisation has been discussed.

Go-live date: April 2016 A bipartisan group of legislators is close to finalizing a sports betting bill to pre-file before next year’s legislative session. The law will cover mobile, online, and brick-and-mortar betting. According to Senator Julian Carroll’s June bill, the nine-member working group will forgo an integrity fee and tax net revenues instead of handle. Three state legislature sports betting bills have failed committee votes. Senator Morgan McGarvey predicted that the most recent bill will pass in January.

Go-live date: June 2018 Pennsylvania only offers instant win lottery games online, but casino and sports betting are coming. Governor Tom Wolf signed an expansive gambling package into law in October 2017, making Pennsylvania the fourth state to legalize online gambling. Online poker, slots, and table games are regulated in the state. The Gaming Control Board also issues sports betting licenses. Late fall will see onsite sports betting. Only licensed casinos can offer mobile sports betting. 10 of the state’s 13 casino operators have applied for licenses in one of the four categories. 1 interactive gaming licenses (five poker, three slots, and three table games) are still available to licensed operators. Interactive gambling licensees can work with multiple platforms.

Present status: The Mashantucket Pequot and Mohegan tribes supported online gambling and sports betting in March. “The strongest opportunity for the state is in legalising state wide igaming, another activity that is currently operating for Connecticut residents in the black market,” wrote Foxwoods Resort Casino’s executive director of online gaming, Seth Young, to the Public Safety and Security Committee. Avi Alroy, Mohegan Sun’s VP of interactive gaming, said online casino and sports wagering would “reduce unregulated bets that are done locally and offshore and increase state revenues.” Based on a pragmatic tax rate and legalization of casino and poker, both submitted estimates to the committee that online gambling would generate $87m in state tax revenue in its first five years.

Present status: In January, Senator Eileen Donoghue proposed regulating online gambling and daily fantasy sports and creating a commission to study online sports betting. The Senate authorized the Joint Committee on Economic Development Emerging Technologies to study the issue in June. In 2018, fast-tracking the omnibus bill failed, but Joint Committee Chairman Rep. Joe Wagner expects a vote in 2019. Gov. Charlie Baker says sports betting will be addressed in January.

WEST VIRGINIA – U.S. Regulated Gambling
Present status: Hollywood Casino at Charles Town Races made its first legal sports bet on August 30. Since March 2018, the fourth Alabama to launch PASPA has legalized sports betting. Five West Virginia casinos will offer sports betting this fall, including Hollywood Casino. West Virginia casinos may offer online and mobile wagering by late fall under the new law. Remote electronic gambling will be restricted to state residents.

Present status: Louisiana introduced a bill this year to legalize online gaming Georgia parish-by-parish via voter referendum. The bill does not mention taxation or licensing fees or what types of gambling are allowed. If the measure passes, live online gambling won’t start until 2020.
